PROBLEM TO BE SOLVED: To provide a vane pump capable of realizing a high delivery quantity, even in low speed rotation or even in suction-delivery of a high viscosity fluid, with a simple structure. SOLUTION: A rotor 8 rotatable around the rotational center C1 is arranged in a casing composed of a body 2a and side plates 2b and 2c. Respective vanes 9 have a side end part abutting on an inner surface of the side plates 2b and 2c, a cylindrical inner end part 91 rotatably supported around the rotational center C3 by a support groove 81 of an outer peripheral surface of the rotor 8, and an outer end part 92 abutting on an inner peripheral surface of the casing body. When rotating the vanes, the outer end part 92 receives restriction on the rotational movement by abutting on the inner peripheral surface of the casing body, and the outer end part 92 is always positioned in front of the inner end part 91 in the rotational direction of the rotor 8. A cell is formed of the adjacent two vanes 9, the outer peripheral surface of the rotor 8, the inner peripheral surface of the casing body and the inner surface of the casing side plates.
