<p><P>PROBLEM TO BE SOLVED: To solve a problem that, when a combustion portion and a supplement portion are mutually separately disposed to make air exist between the combustion portion and the supplement portion, a resin-based modifier produced by melting/thermally decomposing in the combustion portion continues the combustion from the combustion portion 20 and simultaneously drops to burn and lose a part of the combustion portion, thereby decreasing the yield of the combustion portion supplemented in the supplement portion 30. <P>SOLUTION: An inactive gas is supplied between the combustion portion and the supplement portion to quench the burning melted material dropped from the combustion portion. Thereby, the burning resin-based modifier dropped from the combustion portion is immediately quenched just under the combustion portion.
