PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method which can superimpose bitmap image data, without losing the original image data. SOLUTION: The image formation method includes steps of: (SP1) extracting an image of the region corresponding to the bitmap image from collective image data which are first image data; (SP2) changing the concentration of extracted image data so as to be identified, when superimposing the image data and the bitmap image data which are second image data; (SP3, SP4) superimposing the extracted image data and the image bitmap data by logical sum; and (SP5) superimposing the image data on the original collective image data by overwriting.
