A navigation system for updating with local road information, a navigation terminal, and an operating method thereof are provided to promptly update and record information of a new road in an area with difficulty in smooth investigation and improve reliability of navigation service by promptly collecting and supplying road information used in a spot. A navigation system includes a navigation terminal(110), a mobile communication system(120), and a server(140). The navigation terminal supplies use information, route information, and GPS position information of an unregistered new road in a state of using navigation information supplied by the server. The mobile communication system is wirelessly connected to the navigation terminal in a service area and receives and transmits use information, route information, and navigation information of a local road by using a switching-set communication path. The server collects and manages the information of the new road supplied by the navigation terminal and supplies the requested navigation information.
