A covered welding electrode is provided to prevent defects of weldments, omit post-heat treatment, and make it not necessary to perform an additional process for improving characteristics of welded joints during welding of cast iron, and a welding electrode capable of economically performing an arc welding operation between different materials without a limitation in the shape of an object to be welded is provided. In a covered welding electrode in which a flux is coated on a steel core wire, the covered welding electrode is characterized in that: the steel core wire is a metal selected from the group consisting of carbon steel, special steel, light alloy, stainless steel, copper alloy, and nickel alloy according to a material of an object to be welded; and the flux is a flux comprising a composite material selected from the group consisting of an arc stabilizer, a gas generating agent, a sludge generating agent, a deoxidizer, an alloy additive and combinations thereof, a metal chloride, and inevitable impurities. The metal chloride is NaCl. The covered welding electrode comprises 0.01 to 2 g of the metal chloride per 100 g of the flux. The metal chloride is a metal chloride prepared through a reaction with alkali. In a method for manufacturing a covered welding electrode in which a flux is coated on a steel core wire, the method comprises the steps of: preparing an aqueous metal chloride solution; and dipping a covered welding electrode into the prepared aqueous metal chloride solution.
