PROBLEM TO BE SOLVED: To set a re-encoding section when there are a plurality of editing points nearby.

SOLUTION: When there is another editing point in a minimum re-encoding section or a next GOP, the minimum re-encoding section is changed to the end positionδof a GOP including an editing point (d) of a stream X connected to a stream B at an editing point d'd. Namely, the part of the minimum re-encoding section at and after the editing point d'd becomes data corresponding to the stream X, and a VBV target value in encoding of the minimum re-encoding section becomes the VBV occupation amount at the end positionδof the GOP including the editing point (d) of the stream X.
