PROBLEM TO BE SOLVED: To provide a test data generation device which generates test data having attributes equivalent to actual data from taking-out data, from which personal information can not be identified, to prevent personal information from being fraudulently leaked and improve efficiency in test data generation. SOLUTION: The test data generation device is provided with; a preparation part which converts actual data including first information which identifies individuals, to taking-out data comprising item information and attribute information from which the individuals can not be identified; a management part which preliminarily generates a dictionary including second information which is used for generating test data from the taking-out data and identifies the individuals; and a generation part which extracts the second information, which can correspond to the item information and attribute information of the taking-out data, by using the taking-out data and the second information which identifies the individuals included in the dictionary, and generates the test data which have the number of pieces corresponding to the actual data and the same attributes and include the second information which identifies the individuals.
