PROBLEM TO BE SOLVED: To solve a problem wherein charge relaxation of an important evaluation element in actual electric equipment with oil is not taken into consideration, in a conventional electrostatic charge potential measuring instrument used for measuring a charged degree as an object. SOLUTION: This electrostatic charge potential measuring instrument uses an insulating oil equivalent to an insulating oil to be used or used for the electric equipment with the oil of an evaluation object, as sample oil, an electrostatic charge generating part 4 is constituted of an insulator 40 formed of an insulating material equivalent to an insulating material to be used or used contacting with the insulating oil in the electric equipment with the oil, and provided with a duct for passing the sample oil in its inside, the first electrode 411 with at least one portion buried in the insulator and contacting with the insulator, and the second electrode 412 contacting with the insulator and grounded, and the potential of the electrostatic charge generating part 4 is measured via the first electrode 411.
