PROBLEM TO BE SOLVED: To prevent dust generated from an edge part of a substrate from intruding in the inside of a key dome in mounting the key dome on the substrate by manual operation. SOLUTION: The substrate 10 is arranged on a substrate mounting part 33 of a lower side jig 30 with a surface provided with a plurality of switch contacts 11 turned up, and a key dome sheet 20 with a plurality of the key domes 21 arranged is superimposed thereon. The key dome sheet 20 is arranged so that an adhered surface, and a flange part and an opening part of the key dome 21 turn down, and a top part turns up. The key dome sheet 20 and the substrate 10 are sandwiched so that a hole 47a for positioning of an upper side jig 40 or the like are inserted in a recessed part 37a for positioning of the lower side jig or the like. A load is applied to a direction where the lower side jig 30 and the upper side jig 40 come close with each other, and the adhered surface of the key dome sheet 21 is adhered on a surface provided with the switch contacts 11 of the substrate 10.
