PROBLEM TO BE SOLVED: To provide an encryption key distribution apparatus and an encryption key distribution method for performing sure and fully flexible communication while maintaining security strength. SOLUTION: A generation part comprising a first phase key mixer 210 and second phase key mixers 221-223 generates a packet encryption key for ciphering a packet to be transmitted to a plurality of radio reception terminals by multicast or broadcast, for each packet. A packet encryption key holding part 220 holds the plurality of packet encryption keys generated by the generation part for the plurality of continuous packets. A packet encryption key distribution part 260 distributes one of the packet encryption key held by the packet encryption key holding part 220 independent of the packet to be transmitted by the multicast or the broadcast.
