PROBLEM TO BE SOLVED: To provide a gas filling device which reliably prevents any gas leakage and also prevents application of any excessive pressure to a cylinder. SOLUTION: The gas filling device comprises: a gas filling head 10 movable in the axial direction of a hydraulic buffer D in which an opening end side of an outer cylinder 31 is inserted therein, and an outer circumference of the opening end of the outer cylinder 31 is kept in a gastight manner; a caulking roller 20 which is rotatably provided in the gas filling head 10 around the circumferential direction of the hydraulic buffer D to caulk the opening end of the outer cylinder 31 inwardly; and a push-rod 23 which is provided in the gas filling head 10 movably in the axial direction of the hydraulic buffer D to push an insert metal 35 to a rod guide 34 side.
