PROBLEM TO BE SOLVED: To provide an inorganic foamed insulating material lightweight, incombustible and excellent in heat insulating property, flexibility and disposability and a method of manufacturing the same. SOLUTION: The inorganic foamed insulating material is obtained by gelating a siloxane and silanol salt polymer concentrated solution polymerized to have≥4000 in terms of molecular weight and containing about 65-80 wt.% solid content comprising siloxane and silanol salt and about 20-35 wt.% water, under a condition of≤150°C, and foaming and molding the gel with a foaming magnification of 2-5 times while applying 240-400°C foaming temperature and 20-100 kg/cm<SP>2</SP>foaming pressure.
