PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of improving response of engine speed and accurately controlling the engine speed to a target speed. SOLUTION: The device includes an exhaust gas passage 20 exhausting exhaust gas from a combustion chamber 18, a secondary air supply means 70 capable of supplying secondary air into the exhaust gas passage 20, a rotation speed detection means 57 detecting speed of the internal combustion engine, and a secondary air control means 71 controlling the secondary air supply means 70 and adjusting supply quantity of secondary air based on speed detected by the rotation speed detection means 57 and predetermined target speed of the internal combustion engine.
