PROBLEM TO BE SOLVED: To solve the problem in an existing gas shutoff device that in a voltage determination of a battery power part, it is not considered that the internal resistance of the battery power part increases for a fixed time and decreases even after a transient change in battery voltage stabilizes after a dummy resistor is connected, and the lowest battery voltage is not detected or, worst of all, a shutoff valve cannot be operated a predetermined time after battery voltage drop detection. SOLUTION: A lowest battery voltage determination part 14 inputs a battery voltage for a fixed time in a voltage drop detection determination based on the lowest voltage after a dummy load 11 is operated to cause a battery power part 9 to supply a current equivalent to the one when a shutoff valve 16 is operated and a waveform stabilization time measurement part 12 measures a time in which a transient voltage change in the battery power part 9 is absorbed, so that even when the internal resistance of a battery increases for a fixed time and decreases, it can be suppressed that the shutoff valve 17 cannot be operated a predetermined time after battery voltage drop detection.
