PROBLEM TO BE SOLVED: To provide an emulsifying dispersant capable of preventing a rise in viscosity while keeping the emulsification stability of silicone oil. SOLUTION: The emulsifying dispersant is based on a mixed vesicle of an amphiphatic substance, which is spontaneously formed into closed vesicles to be adhered to the surface of an oily base material, and a silicone surfactant. Further, the emulsifying dispersant based on a hydrocarbon oil emulsion may be used. Herein, the hydrocarbon oil emulsion is emulsified by using the emulsifying dispersant based on the closed vesicles formed by the amphiphatic substance, which spontaneously forming the closed vesicles, to be adhered to the surface of the oily base material.
