PROBLEM TO BE SOLVED: To provide a high-strength low alloy steel material superior in SSC resistance. SOLUTION: The low alloy steel material comprises, by mass%, 0.15 to 0.60% C, 0.05 to 0.5% Si, 0.05 to 3.0% Mn, 0.025% or less P, 0.010% or less S, 0.005 to 0.10% Al, and 0.01% or less O (oxygen), and the balance Fe with unavoidable impurities; and has former austenite grains of which the aspect ratios (major axis/minor axis) are 1.5 or more, when the cross section is observed.
