ADMISSION CONTROLLER USING AVERAGE TRANSFER RATE AND TRANSFER COMPLETION TIME, AND SYSTEM AND METHOD THEREOF

PROBLEM TO BE SOLVED: To provide service capable of preventing the utilization efficiency of a network while meeting with requirements of an application having severe time constraint.

SOLUTION: Admission control is executed using a transfer completion request time in addition to a requested average transfer rate as a request parameter to be designated. That means, determination is performed not at a transfer rate at the time of request, but at an average transfer rate in an interval between a transmission start time and a request completion time.
