PROBLEM TO BE SOLVED: To provide a sampling generation technique capable of enhancing accuracy in limited computing time. SOLUTION: An apparatus for generating samplings includes: a restriction element model generating means for generating new restriction element models that differ by a set Euclidian distance with reference to restriction elements that make up samplings, when there is a set of samplings consisting of combinations of a plurality of restriction elements and characteristics indicating the relationship between inputs and outputs to a system defined by the restriction elements; and a sampling generating means for generating new samplings consisting of combinations with the characteristics defined by the new restriction element models.
