PROBLEM TO BE SOLVED: To provide an easy to prepare pharmaceutical preparation with a high safety, effectively delivering NFκB decoy to the core of the skin in a region with high barrier potentials, and excellent in immediate effectivity. SOLUTION: The pharmaceutical preparation is obtained by preparing nano sized particles (nanosphere) of a biocompatible polymer, and supporting a NFκB decoy which binds with the NFκB and suppresses activation, on the surface of the nano particles. The pharmaceutical preparation delivers the NFκB decoy to the disease region by the penetration of the nano particles to inside of cells, and releases the NFκB decoy from the surface of the nano particles and effectively and position specifically introduces to the disease region.
