PROBLEM TO BE SOLVED: To provide a hydraulic turbine speed governor of a waterpower plant inhibiting a pilot valve 8 connected to an electro-mechanical converter 5 from being stuck at starting by foreign matter in operating oil and becoming out of control. SOLUTION: During stop of a hydraulic turbine, the pilot valve 8 connected to the electro-mechanical converter 5 is forcibly opened and closed at a frequency (not over 10 Hz) which the hydraulic turbine speed governor can frequency-responsively follow to let the oil flow similarly to during operation of the hydraulic turbine so that foreign mater in the oil is inhibited from accumulating and defective operation at start of the hydraulic turbine is prevented.
