A power steering pump having a cover plate for passage improvement and an assembling process thereof are provided to reduce noise and vibration by installing a balance passage between two second low pressure units. A power steering pump having a cover plate(2) for passage improvement comprises a cam ring(30), a body(1), a lateral plate(8), a suction chamber(10), and a branch passage. The cam ring includes a rotor and a vane which are rotatable. The body supports a driving shaft(50), embedding the cam ring. The lateral plate is inserted between the body and the cam ring and provided with a low pressure port and a high pressure port(81). The suction chamber is formed between the body and the cam ring and connected with a low pressure passage(9). The branch passage is formed between the body and the cam ring to connect the low pressure port of the lateral plate with the suction chamber. The cover plate includes a first low pressure unit(20), a diffusion protrusion(21), second low pressure units(20'), and a balance passage. The first low pressure unit is installed opposite to the suction chamber. The diffusion protrusion is formed at the center of the low pressure unit. The second low pressure units are formed at two ends of the first low pressure unit. The balance passage allows the second low pressure units to be connected with each other.
