<P>PROBLEM TO BE SOLVED: To provide a video image distribution apparatus and a video image distribution system, which distributes video images for teaching materials by a proper distribution scheme, according to the time when the video images are used. <P>SOLUTION: The video image distribution system comprises a distribution scheme determination portion 16 for reading a distribution start time and a distribution end time of video images corresponding to a teaching material ID from a video image teaching material database 12, and for determining a distribution scheme for the video images according to the distribution start time and the distribution end time of the video images and the current time. The video images are distributed to a classroom PC 1 by the distribution scheme determined by the distribution scheme determination portion 16.
