A panel for construction is provided to assemble or disassemble a panel and a panel conveniently, to arrange panels regularly, to increase the structural strength of a panel and to have excellent thermal insulating capacity and flame retardant capacity, and a panel assembly structure is provided to assemble or disassemble a building quickly and conveniently according to a consumer's demand and to construct a safe and excellent building. A panel(1) for construction comprises a thermal insulation material(2), and hard panels(3) attached to two outer sides of the thermal insulation material, wherein a male type part(4) is formed on one side of the panel for construction by placing the thermal insulation material to be projected to the rightward or leftward outside from the two hard panels, and a female type part(5) is formed on the other side of the panel for construction by moving the thermal insulation material from each hard panel. The thermal insulation material is manufactured with EPS(expanded polystyrene), EPU(expanded polyurethane), EPE(expanded polyethylene), etc. having thermal insulating capacity and flame retardant capacity, and each hard panel is composed of a CFRC(cellulous fiber reinforced cement) board, a gypsum board, etc., and the thermal insulation material and the hard panel are fixed by adhesives such as phenol resins, melamine resins, urea resins, etc. A panel assembly structure comprises a panel for construction, and a lower fixing frame provided with many coupling holes to be fixed on a concrete foundation by many anchor bolts and nut members to be separable.
