PROBLEM TO BE SOLVED: To provide a torque cam device and a belt-driven continuously variable transmission, which can implement the optimal thrust development notwithstanding the drive state. SOLUTION: The torque cam device comprises a first cam device 71 comprising a first input side cam member 71a and a first output side cam member 71b, a second cam device 72 comprising a second input side cam member 72a and a second output side cam member 72b integrally formed with the first input side cam member 71a, and having the second input side cam member 72a supported to be axially movable for the second output side cam member 72b, and a cam hydraulic chamber 73 (second cam hydraulic chamber 73b) to apply cam pressing force to press the second input side cam member 72a in the direction to contact the second output side cam member 72b out of the axial direction to the second input side cam member 72a. The cam hydraulic chamber 73 comprises a cam hydraulic chamber element 75 fastened between the first output side cam member 71b and a cam guide member 76 to guide to axially move the second input side cam member 72a.
