PROBLEM TO BE SOLVED: To prevent deterioration of sound quality when noise elimination is performed for an sound signal to which noise is superimposed. SOLUTION: A sound signal in which noise is eliminated is selected and output only when noise is not buried by selecting a sound signal in which noise is eliminated or a sound signal in which noise is not eliminated in an alternative way based on a noise burying discrimination result. Thereby, it can be effectively prevented that useless noise elimination is performed when noise is buried and needless deterioration of sound quality can be prevented. At the time, signal analysis for noise burying discrimination is performed only in a section in which noise is caused, a processing load and power consumption are reduced, while omission of discrimination of noise burying discrimination is prevented.
