PROBLEM TO BE SOLVED: To provide a video signal processing device, provided with a configuration for preventing video deterioration due to the enlargement/reduction processing being performed a plurality of number times until the time that video is displayed. SOLUTION: The video signal processing apparatus, having a format conversion function for performing enlargement or reduction processing in a scaler part so as to make the format of inputted video signal be a preset video format, is provided with a format conversion mode in which optional video formation is selected, and an inputted video signal is outputted in a video format converted, by properly performing enlargement or reduction processing of the input video signal in the scaler part; and a through mode in which the inputted video signal is outputted, as is, without having to perform format conversion of the inputted video signal, and can be used by switching between the two modes.
