An apparatus and a method for controlling record of a video display device are provided to set record video quality conditions automatically according to a noise level of a broadcasting signal that a user wants to record, thereby removing inconvenience that the user has to manually set the record video quality conditions one by one. A key input unit(50) is for setting record video quality conditions and various commands that a user wants. A noise level detector(60) detects a noise level of a video, which will be recorded, according to record video quality setup conditions set by a user if a record command is inputted through the key input unit. A controller(80) performs a control operation so as to selectively set a compression ratio of the record video according to the noise level detected through the noise level detector. A storage medium(70) stores the video at the set compression ratio according to a control signal of the controller.
