The device has a vertical post (10) placed proximate to a road safety barrier formed by concrete walls (2, 2`), and an arm (13) mounted above the support and freely pivoted around a vertical axis (12). A part (13`) of the arm is made of plastic or light wood material. The arm is mounted pivotally around a horizontal axis (14) perpendicular to the direction of its length so as to pass from a horizontal position to a vertical position or to be inclined towards the height by pivoting around the horizontal axis.
