An agent for treating acute lung injury is provided to inhibit VEGF(vascular endothelial growth factor) which is associated with angiogenesis and vasculogenesis, and induces exudation of blood plasma by increasing vascular permeability, so that the agent is useful for inhibition of increased inflammatory response and induced airway hyperresponsiveness. An agent for treating acute lung injury comprises L-2-oxothiazolidine-4-carboxylic acid(OTC) as an inhibitor of VEGF, and is administered directly or locally into the abdominal cavity of a patient through the injection in the amount of 80-160 mg/kg, preferably 160mg/kg in 3-5 times at an interval of 24 hours, wherein the abdominal administration reduces increased VEGF concentration and vascular permeability in the lung tissue.
