An apparatus and a method for acquiring initial synchronization of a terminal in a mobile communication system are provided to compare a predetermined reference value with a value generated by regularizing a cell search result, and confirm whether a start point of a frame is properly detected based on the comparison result, thereby significantly reducing a generation rate of false alarms. An auto correlator(210) calculates at least one or more auto correlation values of a preamble configuring a received signal. A peak value detector(220) calculates a mean by sample of the calculated auto correlation values, and detects a peak value of the calculated mean by sample. A cell searching unit(230) performs cell searching based on the detected peak value. A regularization performing unit(240) searches and regularizes a peak value of the cell search result. A reference value comparator(250) compares the regularized peak value with a predetermined reference value to confirm synchronization of the received signal at least once or more. A timing/frequency synchronization unit(260) obtains a phase value by using an autocorrelation value among identical samples which composes a divided preamble, and calculates a frequency error among the identical samples by using the phase vale and the distance between the samples.
