An image codec system, an image encoding method, and an image decoding method are provided to improve the encoding efficiency and the transmitting efficiency to use a limited transmission channel efficiently, and display a high-resolution image even through a low-resolution display device such as a portable terminal. An image codec system comprises a first encoding server(110) and an image decoding apparatus(120). The first encoding server sequentially encodes blocks constituting each of image fragments in two or more scan directions having different starting points to generate two or more bit streams for each of the image fragments, and then extracts one of the two or more bit streams for each of the image fragments, which has a region overlapping a target image, based on positional information of the target image. The image decoding apparatus decodes the bit stream, which is transmitted from the first encoding server, in the scan direction to reconstitute the target image.
