A construction method of a concrete structure with a CPL(Concrete Protective Lining) sheet with an anchor is provided to prevent water leak and ensure excellent corrosion resistance as the CPL sheet is made of nonpoisonous resin, while enabling semi- permanent use of the structure. A construction method of a concrete structure with a CPL(Concrete Protective Lining) sheet with an anchor comprises the steps of: installing a bottom formwork(1); installing a reinforcing bar(2); placing and curing concrete(3); installing an internal formwork(4); mounting the CPL sheet(5); installing a reinforcing bar(6); installing an external formwork(7); placing and curing concrete(8); removing formwork(9); and mounting the CPL sheet(10).
