An object concentration deciding device within an image by using a mobile communication terminal, a deciding system, and a method thereof are provided to decide on concentration of each object within an image by using object information within the image in accordance with a viewing direction of a viewer's iris, thereby offering various services based on user concentration. An object frame data generator(308) generates object frame data separated/set by object in accordance with figures, objects or backgrounds within an image of a provided image service. An object concentration decider(312) provides object concentration information by deciding on concentration of each object within the corresponding image according to object names viewed by object information, coordinates information of the objects, and object viewing time, based on the object information including the object names in accordance with viewing directions and viewing direction coordinates of the iris.
