PROBLEM TO BE SOLVED: To expand an application of a solar battery module mounted on a moving element, and to improve an added value of the solar battery module. SOLUTION: To expand an application of a solar battery module mounted on a moving element, and to improve an added value of the solar battery module. The steering control system is composed of a light source provided on the outside of a vehicle such as a ceiling of a garage, and a steering control device 15 receiving light irradiated from the light source to carry out steering control of a vehicle. The steering control device 15 comprises the solar battery module 4 constructed by a plurality of solar battery cells 5 arranged vertical and laterally on a top of the vehicle, and a steering angle control portion 11 carrying out steering control of a power steering motor rotation control portion 10 carrying out steering. The steering angle control portion 11 calculates a gap between a light receiving line formed by the light receiving solar battery cell 5 receiving light irradiated from the light source and a reference line set in advance, and leads out a steering angle of the vehicle on the basis of the gap to carry out the steering control.
