PROBLEM TO BE SOLVED: To improve simulation precision in simulation measurement of a transmission circuit arranged on a component built-in substrate. SOLUTION: This circuit simulation system 4 is provided with a simulation part 8 for applying the simulation measurement to the characteristics of a transmission circuit arranged on a dielectric substrate with built-in electronic components in consideration of the effective dielectric constant of the dielectric substrate including the influence of the electronic components. Thus, the simulation part 8 is configured to apply the simulation measurement to the characteristics of the transmission circuit based on the effective dielectric constant of the dielectric substrate including the influence of the electronic components, so that it is possible to bring the result of simulation measurement much closer to the characteristics of the actual transmission circuit, and to improve simulation precision.
