PROBLEM TO BE SOLVED: To provide a change gear ratio controller of a transmission capable of setting a larger number of gear-change stages than the number of pairs of gears by means of a compact arrangement and of enhancing energy efficiency. SOLUTION: The change gear ratio controller has a change gear ratio control means 43 for setting, according to instructions by a speed change instruction means, a change gear ratio which is set by maximizing the extrusion volume of one of fluid pressure pump motor pumps 12, 13, stopping its rotation, and maximizing the extrusion volume of the other fluid pressure motor pump so that the torque of rotating shafts 8, 10 corresponding to the other fluid pressure pump motor is equal to or less than a predetermined value, and another change gear ratio which assumes a value between change gear ratios determined by two of transmission mechanisms 17, 18, 19, 20 and which is set by setting the extrusion volumes of at least two of the fluid pressure pump motors at a predetermined value close to its maximum.
