PROBLEM TO BE SOLVED: To provide an environment conservation system in asbestos removal, avoiding the risk of sucking exposed asbestos and a bad influence exerted to the surroundings in the removal work for asbestos adhering to a structure such as a building. SOLUTION: This environment conservation system in asbestos removal includes: a konnyaku mixed liquid applying process of making a konnyaku mixed liquid, which is a mixture of konnyaku bulb processed material such as konnyaku bulb, powder, grains or extract and water, permeate into an asbestos layer to put the asbestos layer in the semi-solid solution state; an asbestos layer separating process of separating the asbestos layer put in the semi-solid solution state from the asbestos construction surface; and a means for injecting dry ice particles from a nozzle to the asbestos residue remaining on the separated asbestos construction surface after the process of separating the asbestos layer put in the semi-solid solution state from the asbestos construction surface, thereby removing the asbestos residue from the asbestos construction surface.
