PROBLEM TO BE SOLVED: To provide a compact cooling apparatus and cooling structure that can be structured inexpensively, and can efficiently absorb and diffuse heat. SOLUTION: The cooling apparatus 1 comprises nano glass structure bodies 5a, 5b that are comprised of nano glass structures 11a, 11b in which substrate surfaces 3a, 3b each have nano-pillars 2, insulating spacers 6 that couple the nano glass structures 11a, 11b such that they are disposed to face each other at a given interval and hermetically seal an internal space 7, a refrigerant 8 sealed in the internal space 7, and a power source 9 for applying direct voltage between the nano glass structure bodies 5a and 5b. In the internal space 7, the refrigerant 8 repeats a circulation cycle of gas and liquid between the nano glass structures 11a and 11b that have come to have a hydrophilic property and a super water repellency property, thus efficiently discharging heat from a heating element 10.
