PROBLEM TO BE SOLVED: To provide a shielded flat cable with proper contact between a ground wire and a shield layer and capable of obtaining ample shielding effects, and to provide its manufacturing method. SOLUTION: The manufacturing method of a shielded flat cable 1 comprises an arrangement process for arranging a plurality of rectangular conductors 2 on a flat plane with a parallel pitch P, a first insulator adhesion process for adhering a first insulating film 3 on the rectangular conductors 2, a cutting process for cutting a long flat cable 1A to make a short flat cable 1B, a shielding layer adhesion process for adhering a shielding layer 9 on the outside of the flat cable 1b, and a connection process for electrically connecting the ground wire 2a and the shielding layer 9. In the first insulator adhesion process, a window part 6 of the width of the parallel pitch P or larger on which the first insulating film 3 is not adhered is formed on the ground wire 2a and a second insulator adhesion process, in which a second insulating film 11 is adhered on the conductor other than the ground wire 2a in the window part 6, is carried out prior to the shielding layer adhesion process.
