PROBLEM TO BE SOLVED: To attain a stable satisfactory charging by preventing a tape-like gap member for setting a charging gap from being peeled off for a long period of time and also suppressing the fluctuation of the charging gap for a long period of time. SOLUTION: A tape-like film member is helically wound around a peripheral face of a metal core 3b, ranging from each of the truncated conical ends of the metal core 3b of a charging roller 3a to its middle 3k, at predetermined pitch intervals (p) same or almost same as the width of each film member in the axial direction. Thus, the first and second gap members (3d) are fixed. In this case, ends (3d<SB>1</SB>) to enter contact areas with a photoreceptor 2 are located at both the ends (3f) of the metal core 3b. Thus, the end (3d<SB>1</SB>) of each gap member (3d) is suppressed from being peeled off, thereby suppressing the fluctuation of the electrification gap G for a long period of time.
