<P>PROBLEM TO BE SOLVED: To obtain a response to a large amount of potential disposal in the whole country since TVs, tuners, and video-recording apparatuses, etc., for receiving an analog broadcasting used up to the present cannot be used by full exchange into a digital terrestrial TV broadcasting (UHF) owing to the termination of an analog terrestrial TV broadcasting (VHF) after September in 2011. <P>SOLUTION: A free frequency band to be generated with the termination of the analog terrestrial TV broadcasting is effectively used so as to monitor infants, persons to be cared and visitors, etc., from a distance at home. For that purpose, an output signal from a video apparatus is modulated into an analog or digital signal with the free frequency band by an analog modulator, and inputted to one of the distribution terminals of an existing distributor in a house.
