<P>PROBLEM TO BE SOLVED: To provide a facility utilization management system which can limit the utilization range of facilities for each user. <P>SOLUTION: In an IC card 100 owned by a user, permission data 199 are stored, which enumerate function codes for showing the functions of IC card management type facilities 500 permitted to the user.
