MOVING PICTURE CONVERTING DEVICE, MOVING PICTURE RESTORING DEVICE, METHOD, AND COMPUTER PROGRAM

PROBLEM TO BE SOLVED: To provide a device and a method which prevent deterioration in picture quality due to compression and restoration of moving picture data.

SOLUTION: The moving picture data are divided into blocks, thinning-out processing is performed in at least one of a spatial direction and a time direction according to a subject movement quantity of each block, and a composite frame of a compression frame consisting of a pack block including pixel data after the thinning-out processing and an original frame which is not thinned out is generated and encoded. For example, if restored data of thinned-out blocks deteriorate in picture quality correspondingly to a moving quantity, this constitution can perform restoration to which the original frame is applied, so that data restoration of high quality can be carried out.
