A card operating system is provided to provide various smart card services via a conventional card though a new smart card is not issued by providing a network card which can be linked to a smart card and perform corresponding processes. A card operating system comprises a storage medium(540) and a server(530). The storage medium(540) stores and manages an application connected to the information on a card(500) of a customer. The server(530) connects a card terminal(505), which reads the card(500), to the storage medium(540) which stores and manages the application. The card(500) includes a magnetic stripe or an IC chip, and has at least one among a credit card function, a cash card function, a debit card function and a membership card function.
