PROBLEM TO BE SOLVED: To provide an electric double layer capacitor which can be manufactured inexpensively while suppressing variation in characteristics among the cells. SOLUTION: In the electric double layer capacitor 10 where a polarization substrate 15 is arranged between cells 14 having active carbon electrodes 13 on the opposite sides of a separator 12, the polarization substrate 15 is composed of glassy carbon, conductive resin or conductive rubber. Since the glassy carbon, conductive resin or conductive rubber itself has low contact resistance with the active carbon electrode 13, it is not required to coat the polarization substrate with conductive paint as before. Consequently, the electric double layer capacitor can be manufactured inexpensively by reducing the manufacturing process and since the polarization substrate 15 is composed of a single component, variation in characteristics is suppressed among the cells.
