PROBLEM TO BE SOLVED: To provide a method of appropriately manufacturing a joint plan panel for lining having a small block group partitioned by crack inducing joints in an upper layer 20a, embedding a net 25 in a lower layer 20b, and sticking a grass pressing sheet 36 to the lower face of the lower layer. SOLUTION: The method of manufacturing the joint plan panel for lining comprises steps for preparing a molding die 26 having a group of small block forming chambers 32 formed by partitioning the inside of a peripheral wall 30 by longitudinal and lateral partition walls 27, 28 lower than the peripheral wall, filling a molding material 29 on a net 25 placed on the partition walls 27, 28 to bend the net toward the inner bottom face of the group of the small block forming chambers 32, applying vibration to the molding die 26 to fill the molding material 29 into the group of the small block forming chambers 32 through the meshes of the net 25, while lifting the net 25 to embed the net 25 in the lower layer 20b at the same time, and sticking the grass pressing sheet 36 as a binder to the upper face of the molding material 29 as a pre-process of applying the vibration.
