A system for negotiating a goods price of blanket purchase is provided to realize the blanket purchase for a plurality of goods between a buyer and a seller at a reasonable price by negotiating the goods price, and prevent the buyer from trying negotiation repeatedly to lower the goods price by using a negotiation card having an available negotiation count. A goods selector(140) enables a user to select the goods for the blanket purchase. A negotiation determiner(150) checks whether the negotiation of a user is permitted by checking the available negotiation count of the user's negotiation card. A negotiation price input part(160) inputs a negotiation price received from the user when the negotiation is permitted. A lowest negotiation price calculator(170) calculates the lowest negotiation price of all selected goods. A negotiation price comparator(180) compares the inputted negotiation price with the lowest negotiation price. A negotiation processor(190) processes the blanket purchase at the negotiation price if the negotiation price is higher or equal to the lowest negotiation price, and breaks down the negotiation if not. A negotiation card updater(192) subtracts one from the available negotiation count of the negotiation card when the negotiation is processed or broken down.
