PROBLEM TO BE SOLVED: To provide a manufacturing process of a driving belt in which an adhesive strength of short fiber to a rubber sheet is improved, a high transplanted hair density is maintained and a noise at the time of belt feeding is suppressed. SOLUTION: A transplanted hair layer 26 is formed on the front surface of an unvulcanized rubber sheet 22, the transplanted hair layer 26 is pressed to the unvulcanized rubber sheet 22 to manufacture the rubber sheet with the transplanted hair layer, and a cylindrical rubber sleeve 24 made of the rubber sheet 22 with the transplanted hair layer is disposed between an inner mold 41 in which a flexible jacket 42 is mounted and an outer mold 46 in which a mold part 45 of a rib mold is carved on an inner peripheral surface. A preliminary mold 21 is manufactured so that the flexible jacket 42 is expanded to bring the rubber sleeve 24 into close contact with the outer mold 46. Another sleeve 25 in which at least a core wire is wound on the flexible jacket surface of the inner mold which is separated from the outer mold 46 is manufactured. The inner mold 41 is installed in the outer mold 46, the flexible jacket 42 is expanded to vulcanize the other sleeve 25 integrally with the preliminary mold 21, and a belt sleeve is manufactured.
