<P>PROBLEM TO BE SOLVED: To individually enjoy the benefit based on viewing authority by the subscription associated with conditional access (CA) card in common among a plurality of digital broadcasting receivers, exclusively in the same viewing period, without the insertion and removal operation or the movement of CA card. <P>SOLUTION: A subscribed plurality of CA cards 110 and 120 are loaded in conditional access function 230 of digital broadcasting receivers 200 and 300. The descrambling processing can be performed by accommodating encryption key generated by the CA cards 110 and 120 through a network 420, under mutual management by each conditional function 230 of the digital broadcasting receivers 200 and 300.
