A noble composition for decomposing a chlorine-based compound is provided, wherein the composition has high mobility and accessability to pollution sources by using surfactant-coated bimetallic iron nanoparticles, and a method for decomposing effectively a dense non-aqueous phase liquid that has been hard to remove using the composition for decomposing a chlorine-based compound is provided. A composition for decomposing a chlorine-based compound comprises a bimetallic mixture of surfactant-coated iron nanoparticles and a metal catalyst, wherein the surfactant is selected from 0.05 to 2 mM of polyoxyethylene sorbitan monooleate(Tween80), 0.05 to 2 mM of hexadecyl trimethyl ammonium(CTAB) and 0.05 to 0.2 mM of polyacrylic acid(PAA). The surfactant is a nonionic, cationic, or anionic surfactant. The iron nanoparticles are nanoscale zero-valent iron. The metal catalyst is palladium(Pd) or nickel(Ni). The chlorine-based compound is trichloroethylene(TCE) or tetrachloroethylene(PCE). The chlorine-based compound is contained in a dense non-aqueous phase liquid. |
